Officer Elections
Member commitment and involvement are vital to the health of any organization. Taking a leadership role beyond the chapter level provides students opportunities for improving leadership skills, personal growth, meeting new people, travel and involvement, being a spokesperson for FCCLA and helping the organization reach its goals. Members wishing to run for regional, state and/or national office must be enthusiastic, knowledgeable about FCCLA, energetic, innovative, futuristic and must also be committed to the organization.
Each family and consumer sciences program should receive information on regional screening procedures and deadlines from the regional president and adviser. Questions regarding regional elections should be directed to them.

Regulations for Submitting Officer Qualifications
- Candidate must be listed as a member of a chapter that is affiliated at the regional, state, and national levels with dues payment processed by the national office on or before December 9.
- Officer Qualification Forms must be submitted through the online application process. This includes uploading scanned copies of the signature pages included in this packet. Digital photos of these forms will not be accepted. Originals of these forms may requested by the state/regional association.
- Since Officer Qualifications Forms may be reproduced for the use of the voting delegates, be sure all words are spelled correctly and the form is neat in appearance.
- Before completing the Officer Qualification Forms make sure that you meet the qualifications for the office you are seeking as stated in the bylaws.
Regional Officers
- Regional president, vice-president, secretary and treasurer: have completed at the time of candidacy at least one semester of family and consumer sciences instruction at the 7th grade level or above and be currently enrolled OR have competed at the time of candidacy at least one year of family and consumer sciences at the 7th grade level or above.
- Regional reporter, parliamentarian and other officers as deemed necessary by the regional association: have completed at the time of candidacy at least one quarter (9 weeks) of family and consumer sciences instruction.
- Be an active member of an FCCLA chapter affiliated at the regional, state and national levels.
- Have held a responsible position at one time at the chapter level. (For example: chapter officer, committee chairperson, etc)
- Have completed or presently working toward the completion of a Power of One unit.
Any candidate seeking a regional office should be aware any additional requirements for that region. Please make sure to read the bylaws associated with the office you are seeking to be aware of additional meetings you may be required to attend. All regional officers are expected to attend the Regional Officer Training that will be held at the State Leadership Conference.
State Officers
- Be an active members of an FCCLA chapter affiliated at the regional, state and national levels.
- Completed a minimum of 1 year of comprehensive or occupational family and consumer sciences instruction at the middle or high school levels.
- Have held a responsible position at one time at the chapter level. (For example: chapter officer, committee chairperson, etc)
- Must have completed a Power of One unit
- Be vitally interested in family and consumer sciences education or family and consumer sciences and human services related occupations
- Demonstrate outstanding qualities of leadership
- Be familiar with and follow correct parliamentary procedure
- Show evidence of ability to work well with a group or with individuals.
- Have the approval and support of parents or guardians, local chapter, local adviser, and local school administration.
- A scholastic rating above average (3.0 on 4.0 scale)

National Candidates
- Currently be an active member in an affiliated chapter and has been an active member in good standing for at least one year.
- Have a minimum of one year of comprehensive or occupational family and consumer sciences instruction.
- Have compelted a Power of One unit.
- Have a scholastic rating above average
- Have shown leadership ability in responsiblities above the chapter level.
- Have the approval and support of parents or guardians, local chapter, local adviser and local school administration.
- Approval of the state association.
- Is not a present or former member of the National Executive Council. (National Bylaws, Article VI, Section 2D, Revised 2020)
National officer candidates are selected from the 14 state officer candidate at the state level. If a student is elected to run as a national officer candidate for the state, the candidate will work with the state office to prepare the officer packet. This includes but is not limited to sending the completed resume to the state office for suggestions and improvements and sending the completed packet to the state office for required signatures. The state office will send the packet to the national office.
Regional Elections Procedures
The usage of the phrase "State Bylaws" refers to Missouri Association Family, Career and Community Leaders of America State Bylaws, Revised 2017. The usage of the term "chapter" refers to affiliated FCCLA chapters. "Affiliated" means paying all regional, state and national dues by the required affiliation deadlines.
State Bylaws, Article VI, Section 1C state that "Regional associations will follow the regional elections procedures as determined by the State Executive Council." It is expected that all regional presidents will implement the procedures as approved by the State Executive Council.

Campaigning Policy - State Leadership Conference
Candidates must be in business casual or professional attire as stated in the state approved dress code to run for a state or national office. Campaigning, which includes but is not limited to, soliciting/asking for votes, verbal word of mouth, and distribution or posting of printed materials in support of the candidate or bearing the candidate's name, including business cards, fliers, and any material that would give the candidate an unfair advantage shall not be allowed by candidates or their supporters. Also, it is the candidate's responsibility to keep all social networking sites free of any information pertaining to elections.
During the election process, all officer candidates are prohibited from using electronic devices (cell phones, PDA's, etc). The purpose of this policy is to prohibit communication between officer candidates, spectators, voting delegates, or resources which might give the candidate an unfair advantage during the election process.
If a member or chapter adviser of Family, Career and Community Leaders of America feels that an officer candidate has violated one or both policies such violation must be reported, in writing, to the State Adviser at the State Leadership Conference. Alleged violations must be reported prior to the close of the voting process. The allegation will be investigated by the members of the State Executive Council members in attendance. Candidates currently serving as State Executive Council members shall not participate in the investigation or vote. The decision of the State Executive Council and State Adviser is final. (Using first person language is not by itself considered campaigning.)
In the event of the disqualification of all state president candidates, the current council will appoint the incoming State President and State 1st Vice President with approval of the State Adviser. Appointment will be by majority vote. In the event of the disqualification of all National Officer Candidates the position(s) will remain vacant. Disqualified candidates shall remain a member of the executive council.

1. I would like to have a copy of the completed application, is that possible? Can the application be printed after submitting?
Yes, once the application is completed an email confirmation will be sent to both the student and adviser emails entered into the application. This email will contain a PDF of the application. 2. Can we save the form and return later to complete? Yes, but it is very important that you use the link at the bottom of each page that says "Save and Resume Later". This link will allow you to enter an email address to send the link to the exact form you are working on. If you loose this link, you will have to start the application again. Each time you edit the application you will need to use that feature again or you will not see the changes. 3. My principal or school official wants to see the application before they will sign the signature page, is that possible? Yes, use the save and resume later feature to complete the application. Once you do this you can email that link to your school official for them to review. You may also use the browser print button to print each page of the application, but it is likely that will use several pages. 4.What is the submission deadline? The deadline is still set by the region. You should have received information from the regional president's adviser with that date. If you think you missed that information you will need to reach out to them. 5. I would like to know what questions are on the application, can I see those? YES! Above this section you will see a sample application. These are the same questions you will be asked and a sample of what the PDF document will look like when you submit. It is highly encouraged that you prepare the answer to these questions in a word document so that you can complete the application all at once and this also allows you to use spellcheck to find errors. If you do that then you will be able to simply copy and paste your answers into the form. 6. Is there a limit to the amount of information I can enter for each question? Yes, open-ended questions have a character limit of 880 characters and/or 10 lines. This is approximately 10 lines of text in a standard word document. You will not be allowed to enter any more text when you reach this limit. It may be important for you to plan out the responses to questions so you can adjust your responses if you think you will go above that as you are not allowed to attach additional information. |
